Naturalisation — Requirement of Good Morals in Addition to Statutory Requirements.

The Facts.—Menendez had been refused naturalisation by Judge Escobar in the lower Federal Court. He had complied with the residence requirement of the Argentine naturalisation laws, but had not proved his good character. He appealed.

Held: That the judgment must be affirmed. “Although it is true that the law of citizenship and naturalization only requires, outside the cases to which paragraph 2 of Article 2 refers, a residence of two years continuously in the country and the will [to become naturalized] manifested before the Federal district judges, it is none the less true, considering the nature of the matter, that even though the said law has not expressly stipulated the information de vita et moribus, it has not been possible to grant the benefit of citizenship except to those foreigners whose incorporation represents positive good to the...
