Visto el Expediente Nro: 3020-F-2018, constante de 357 fs. útiles mediante el cual Coordinación de Ahorro Previo de Gerencia Financiera eleva documentación referente al programa CONSTRUYO MI CASA( Ex- Ahorro Previo);
CONSIDERANDO:
Que, el importante déficit habitacional existente en la provincia, afecta a las familias con ingresos medios que tienen cierta capacidad de ahorro, pueden aportar terrenos y construir por administración.
Que, el aporte de recursos, dispuesto por la ley provincial de presupuesto de la Provincia de Mendoza vigente, hace posible iniciar un programa destinado a otorgar créditos a los sectores medios para satisfacer la demanda habitacional de estas familias.
Que, dichos recursos posibilitan además fortalecer actividades movilizadoras y multiplicadoras de las fuentes de trabajo, contribuyendo a la disminución del desempleo y a la generación de mayor valor agregado en la economía provincial.
Que, además resulta necesario disponer mecanismos idóneos teniente a preservar la capacidad del IPV para recuperar el valor real de la inversión realizada en la vivienda, evitando que las mismas sean erosionadas por la inflación.
Que, teniendo en cuenta la necesidad de introducir modificaciones en el Programa Ahorro Previo UVAS para optimizar el mismo, se toma la decisión de hacer una nueva resolución integrando las nuevas alternativas que se ofrecerán a la población mendocina, llamada "CONSTRUYO MI CASA"
Que, a fs 357 obra dictamen legal en el cual Asesoría Letrada de presidencia entiende que se podría dictar resolución, facultades otorgadas por Ley nª 4203 y modificatoria art 4 inc h). Sugiere se notifique a los actuales ahorristas a fin que tomen conocimiento de las mismas.
Por ello, en uso de las atribuciones conferidas por el art. 4°, inc. h) de la Ley N°4.203 y modificatoria Ley N°6.926.
